HEC Need Based ScholarshipsHEC Need Based Scholarships<div style="top:-1999px;left:-1988px;text-align:justify;"><p>Pakistan has no shortage of talented youth, but in several instances, lack of resources prevents them from realizing their potential. This is a particularly problematic when it comes to accessing higher education. The Government of Pakistan acknowledges these constraints, and has tasked the Higher Education Commission with facilitating needy and deserving students through Need Based Scholarships. This year, over 10,000 scholarships have been announced for financially disadvantaged students all over Pakistan including 61 public sector universities of Pakistan (list attached). It aims to elevate the socio-economic status of the students by enabling their access to modern education and career opportunities towards a brighter future. </p><p style="text-decoration:underline;"> <strong>Objectives</strong></p><p>1. To provide opportunities to talented but financially disadvantaged students and empower them to acquire a high quality education at a partner institutions /university.</p><p>2. OGDCL Need Based Scholarships Program through HECOGDCL Need Based Scholarships Program through HEC <p style="text-align:justify;">Higher Education Commission in partnership with Oil & Gas Development Company limited (OGDCL) offers scholarships for destitute students to study undergraduate and graduate courses in Engineering, Business administration, Law, Archaeology, Defense and Strategic studies, Gender studies, History, Sociology, Animal Sciences, Biochemistry, Microbiology, Electronics, Physics, Math, IT, and Pak Studies. The program is consistent with the HEC’s goals to support financially deserving students, widen access to quality education, and encourage academic interest in fields that are vital to Pakistan’s Economic Development. The program has specially been designed to benefit the students belonging from OGDCL’s operational/concessional districts </p><p><a href="/english/scholarshipsgrants/OGDCL-NBSP/Documents/web1.pdf"><span style="font-size:12pt;"><strong>List of Partner Universities/institutions</strong></span></a></p><p style="text-align:justify;"><span style="text-decoration:underline;"><strong>BRIEF HISTORY</strong></span>:</p><p style="text-align:justify;">The OGDCL-HEC Need-Based Scholarship Program is focused on providing opportunities for access to higher education, especially to destitute candidates belonging to underprivileged background from operational & concessional areas of OGDCL who, despite possessing academic merit, are unable to finance their education. The scholarship covers tuition fee, lodging and boarding.</p><p style="text-align:justify;">The OGDCL management has approved the program at a total cost of Rs.141 million in its meeting held on 21<sup>st</sup> December 2016. USAID-funded Merit and Needs-Based Scholarship ProgramUSAID-funded Merit and Needs-Based Scholarship Program<p dir="LTR" style="text-align:justify;">The Higher Education Commission in partnership with the United States Agency for International Development (USAID) offers scholarships for financially disadvantaged students to study agriculture and business administration programs since 2004. The program is consistent with the HEC’s goals to support financially deserving students, widen access to quality education, and encourage academic interest in fields that are vital to Pakistan’s economic development.</p><p dir="LTR" style="text-align:justify;"><strong style="text-decoration:underline;">BRIEF HISTORY</strong>:</p><p dir="LTR" style="text-align:justify;">The Pak-USAID Merit and Need-Based Scholarship Program Phase-II is focused on providing opportunities for access to higher education, especially to under-privileged candidates who, despite possessing academic merit, are unable to finance their education. The scholarship covers tuition, accommodation and living expenses.</p><p dir="LTR" style="text-align:justify;">The Executive Committee of the National Economic Council (ECNEC) has approved the program at a total cost of Rs. 2,954.808 million in its meeting held on 6th September 2013. The Project is funded by Government of United States of America as Grant in Aid.</p><p dir="LTR" style="text-align:justify;">Phase-I of the program was initiated in 2004 at eleven (11) universities with 1807 scholarships. Gwadar-China Scholarship ProgramGwadar-China Scholarship Program<p style="text-align:justify;"><strong>Higher Education Commission of Pakistan on the behalf of Government of Pakistan announce The Indigenous Scholarship Program for the students of Gwadar.</strong><strong>  </strong><strong>As per Government of Pakistan's resolve to benefit the natives of Gwadar. The Core objective is to produce Skilled, educated and well trained motivated youth of Gwadar to grab the emerging job opportunities through China Pakistan Economic Corridor. Indigenous Ph.D. Fellowship ProgramIndigenous Ph.D. Fellowship Program<p style="text-align:justify;"><span><span><span>The specific objective of the 5000 Indigenous Scholarship Scheme is to create a critical mass of highly qualified human resources in all fields of studies taught at the advanced level in local universities. These locally qualified academics and researchers will improve the R&D potential of public as well as private universities and it will also strengthen the local industrial sector.</span></span></span> </p><p style="text-align:justify;"> <span></span></p><p style="text-align:justify;"> <span><span><span>With the launching of the scheme, research culture in public/private sector Universities has been developed in accordance with International norms/standards. This project is focused at diversified disciplines belonging to all fields of Science & Technology as well as Social Sciences, Humanities and Life Sciences. To enhance the research facilities in these fields the Higher Education Commission has funded many Departments/Universities to establish research labs. Indigenous Scholarship Aghaz-e-Haqooq-e-Balochistan ProjectIndigenous Scholarship Aghaz-e-Haqooq-e-Balochistan Project<p style="text-align:justify;">​​​​The Indigenous Scholarship programme is focused to enhance the research culture in local universities/research institutes. Higher Education Commission facilitates indigenous scholars with research facilities to explore solutions to local problems and contribute to national cause. Under this scholarship programme, 400 Indigenous Scholarships are being offered to local domicile holders of Balochistan, on district quota basis. HEC German Needs Based Scholarship ProgramHEC German Needs Based Scholarship Program<p style="text-align:justify;">​​The program was started back in 2013 with the help of German Government to extend helping hand to the destitute students of selected Pakistani Universities. The Preference was given to the students from FATA/ Baluchistan with an especial emphases to select more female students.
