There is no medium better than education to promote mutual understanding among people of different countries, and achievement of academic and professional milestones. Pakistan and Sri Lanka have been enjoying cordial and friendly relations since their inceptions. In last seventy years, both countries have established strong bi-lateral economic, trade, military and strategic ties. OGDCL Need Based Scholarships Program through HECOGDCL Need Based Scholarships Program through HEC <p style="text-align:justify;">Higher Education Commission in partnership with Oil & Gas Development Company limited (OGDCL) offers scholarships for destitute students to study undergraduate and graduate courses in Engineering, Business administration, Law, Archaeology, Defense and Strategic studies, Gender studies, History, Sociology, Animal Sciences, Biochemistry, Microbiology, Electronics, Physics, Math, IT, and Pak Studies. The program is consistent with the HEC’s goals to support financially deserving students, widen access to quality education, and encourage academic interest in fields that are vital to Pakistan’s Economic Development. The program has specially been designed to benefit the students belonging from OGDCL’s operational/concessional districts </p><p><a href="/english/scholarshipsgrants/OGDCL-NBSP/Documents/web1.pdf"><span style="font-size:12pt;"><strong>List of Partner Universities/institutions</strong></span></a></p><p style="text-align:justify;"><span style="text-decoration:underline;"><strong>BRIEF HISTORY</strong></span>:</p><p style="text-align:justify;">The OGDCL-HEC Need-Based Scholarship Program is focused on providing opportunities for access to higher education, especially to destitute candidates belonging to underprivileged background from operational & concessional areas of OGDCL who, despite possessing academic merit, are unable to finance their education. The scholarship covers tuition fee, lodging and boarding.</p><p style="text-align:justify;">The OGDCL management has approved the program at a total cost of Rs.141 million in its meeting held on 21<sup>st</sup> December 2016. The Project is funded by Oil and Gas Development Company limited as part of their Corporate Social Responsibility.</p><p style="text-align:justify;">In first year of the program, total number of students as beneficiaries are 130. </p><p style="text-align:justify;"><span style="text-decoration:underline;"><strong>OBJECTIVES</strong></span>:</p><p style="text-align:justify;">To enable the academically qualified and financially needy students of operational & concessional areas of OGDCL to pursue higher education at selected public sectors universities of Pakistan in the fields of Engineering, Business administration, Law, Archaeology, Defense and Strategic studies, Gender studies, History, Sociology, Animal Sciences, Biochemistry, Microbiology, Electronics, Physics, Math, IT, and Pak Studies. It has supported scholarships for meritorious but financially disadvantaged students since 2004 through USAID-funded Merit and Needs-Based Scholarship Program (MNBSP) Phase-I to assist the Government of Pakistan's efforts to raise enrolment in Pakistani universities and meet international standards. Phase-I of the program at a cost of US$ $10.63 million was implemented in 11 top public and private universities of Pakistan and 1,807 scholarships were given in fields of Agriculture and Business only. Many of the graduates of this initial phase of MNBSP (Phase-I) were the first in their families to complete a higher education degree and nearly half now support their families through respectable jobs.</span></p><p style="text-align:justify;"> </p><p style="text-align:justify;">In 2013, USAID launched second phase of the program at a total estimated cost of US$23.1 million. Under Phase-II, 3000 scholarships are added whereas 50 percent of the scholarships are reserved for the female students. In addition to eleven existing partner universities, 19 additional public sector institutions are also included, bringing the total to 30 partner universities across Pakistan. To emphasize on girls' education, four female universities i.e. Lahore College for Women University, Fatima Jinnah Women University Rawalpindi, Sardar Bahadur Khan Women Quetta, and Shaheed Benzair Bhutto Women University Peshawar have also been included under the program. Overall, ten universities from Punjab, five from Khyber Pakthukhwa, three from Balochistan, four from Islamabad Capital Territory (ICT), six from Sindh, one from Gilgit- Baltistan and Azad Jammu & Kashmir are implementing MNBSP Phase-II making it a nationwide program. </p><p style="text-align:justify;"> </p><p style="text-align:justify;">New disciplines such as Engineering and Technology, Medicine, Nursing and Social Sciences have also been included under the gamut of the program. New component of Phase-II is the Capacity Building Trainings and Workshops, which has been incorporated to enhance and build capacity of the officials of the participating institutions and HEC for the operational and financial management of MNBSP. Selected students under the program are also trained through career path workshops to prepare them for future job challenges and make them aware of market trends. Gwadar-China Scholarship ProgramGwadar-China Scholarship Program<p style="text-align:justify;"><strong>​Higher Education Commission of Pakistan on the behalf of Government of Pakistan announce The Indigenous Scholarship Program for the students of Gwadar.</strong><strong>  </strong><strong>As per Government of Pakistan's resolve to benefit the natives of Gwadar. The Core objective is to produce Skilled, educated and well trained motivated youth of Gwadar to grab the emerging job opportunities through China Pakistan Economic Corridor. Indigenous Ph.D. Fellowship ProgramIndigenous Ph.D. Fellowship Program<p style="text-align:justify;"><span><span><span>The specific objective of the 5000 Indigenous Scholarship Scheme is to create a critical mass of highly qualified human resources in all fields of studies taught at the advanced level in local universities. These locally qualified academics and researchers will improve the R&D potential of public as well as private universities and it will also strengthen the local industrial sector.</span></span></span> </p><p style="text-align:justify;"> <span></span></p><p style="text-align:justify;"> <span><span><span>With the launching of the scheme, research culture in public/private sector Universities has been developed in accordance with International norms/standards. This project is focused at diversified disciplines belonging to all fields of Science & Technology as well as Social Sciences, Humanities and Life Sciences. To enhance the research facilities in these fields the Higher Education Commission has funded many Departments/Universities to establish research labs. This has brought tremendous change in research culture of the Pakistani Universities.</span></span></span></p><p style="text-align:justify;"> <span><span><span>HEC has kept great emphasis on indigenous scholarship schemes because locally trained researchers work on local problems of great national significance. Indigenous Scholarship Aghaz-e-Haqooq-e-Balochistan ProjectIndigenous Scholarship Aghaz-e-Haqooq-e-Balochistan Project<p style="text-align:justify;">​​​​The Indigenous Scholarship programme is focused to enhance the research culture in local universities/research institutes. Higher Education Commission facilitates indigenous scholars with research facilities to explore solutions to local problems and contribute to national cause. Under this scholarship programme, 400 Indigenous Scholarships are being offered to local domicile holders of Balochistan, on district quota basis.
