SOPs of Declamation Contest

Rules for 19th All Pakistan Inter-University Declamation Contest for Award of "Allama Iqbal Shield" 

The Higher Education Commission holds All Pakistan Inter-University Declamation Contest for award of "Allama Iqbal Shield". The objectives of the Declamation Contest are as follows: 

1. Promote national integration, communication skills and critical thinking among the students.  Encourage tolerance, non-violence, and respect for others point of view.  Enhance understanding of socio-economic and political issues among students of various regions of Pakistan.  Divert energies of students towards healthy activities and creative thinking.  

2. The Declamation Contest is held in both English and Urdu languages. The Declamation Contest is mainly divided in three rounds. The first round is held at University level, the second round is held at Regional level and the third and final round is held at national level. The Declamation Contest at all the levels is held in both English and Urdu languages. 

3. Eligibility: 

i. All the chartered Public and Private Sector Universities/DAIs of Pakistan functional at the time of announcement of the contest are eligible for the Declamation Contest.  ii. Male and female regular students, both are eligible to participate but in one of the languages i.e. Urdu or English. iii. In order to bring forth new talent it has been decided that 1st position holders of final round from last three years (16th, 17th and 18th Contest) are not eligible to participate at any level.  

4. Advertisement 

i. Before starting the event, whole process and timeframe of all the three levels of Declamation Contest shall be advertised in the print media and through HEC website. 

5. First Round (University Level) 

i. The first round of the Declamation Contest shall be organized by all the Public and Private Sector Universities/DAIs of Pakistan, separately.  ii. All the sub-campuses of a university/DAI and constituent colleges should participate at the main campus of the respective university/DAI, therefore, only main campus of the University/DAI may send the nominations of their winners for the next level. iii.  The topics for the Declamation Contest will be derived by the University DAIs         keeping in view the national priorities and according to the Philosophy of Poet of         the East, Sir Allama Dr Muhammad Iqbal. iv. The identified topics and event schedule may be communicated to the participants and respective Regional Coordinator HEC for the Declamation Contest, at least 1-2 weeks before the date of actual commencement of the event at the university/DAI. 

The panel of at least three judges will be selected by the University/DAI itself whose decision will be final and unchallengeable at any level including court of law. vi. Each speaker will have 5 minutes to speak. First bell will be rung after 4 minutes  while second and the final after 5 minutes. On the second bell, the speaker will   have to leave the rostrum. Failure to do so will lead to negative marking (5 marks per minute). vii. The Judges can disqualify any speaker, if found using examples from the film       Industry/television programmes, un-parliamentary language,       Derogatory/sectarian remarks and consulting paper. viii. HEC will strictly monitor the process of the Declamation Contest at universities/DAIs level through surprise visits of the Commission's nominees who may recommend to disqualify the university/DAI for participation at next level, if found any irregularity. ix. The top three winners of the university round, each in English and Urdu, languages shall be awarded cash prizes as per given rates. Duly signed and verified receipts of cash prizes will be sent to the respective Regional Coordinator HEC for registration in next round. x. Top two winners of the university round, each in English and Urdu, shall qualify for the next round at Regional level. 

6. Second Round (Regional Level) 

i. The Declamations in the Second Round shall be organized (both in English and Urdu) on the topics to be given to the participating students, 1-2 weeks before the event, to generate interest towards the activity and to make the quality of the speeches more competitive at Regional level. 

ii. The second round of the Declamation Contest will be organized in the following five regions all over Pakistan:  Balochistan (Quetta)  Punjab (Lahore)  Sindh (Karachi)  Khyber-Pakhtunkhawa (Peshawar)  Federal Capital, AJK, FATA/Gilgit-Baltistan (Islamabad) 

iii. Dates for the second round shall be decided by HEC in consultation with the HEC Regional Centres. 

iv. The topic(s) for the Declamations shall be decided by HEC. 

v. A panel of three judges shall be decided by the Regional organizers, whose decision will be final and unchallengeable at any level including court of law.

viii. HEC will strictly monitor the process of the Declamation Contest at Regional level through surprise visits of the Commission's nominees who may recommend to disqualify any contestant for participation at next level, if found any irregularity. 

ix. A lump sum amount of money shall be released to each HEC Regional Centre to meet administrative and other organizational expenses of the event, and they shall provide details of the expenditure maximum within 15 days. 

x. The remuneration to the Judges shall be paid at the given rates. xi. The top three winners, each in English and Urdu, shall be awarded cash prizes as per given rates. 

xii. Top three scorers from each region for English and Urdu both shall qualify for the National Round (i.e six students from each region). 

xiii. Travelling Allowance (TA) shall be paid to the students coming from other cities @ 1st class A.C. Sleeper return rail fare or Daewoo (or any other bus or wagon) plus DA (Disturbance Allowance) @ Rs. 500/- per head per day (maximum for two days). TA/DA of the accompanying teachers shall be borne by their respective Universities/DAIs.  

xiv. Teacher In charge (preferably Director Students' Affairs/Advisor) accompanying the student (s) and only one family member accompanying a female student shall be entitled to boarding/lodging free of charge. 

xv. HEC Regional Centre(s) will also serve working Hi-tea to all participating students, teachers and guests. 

xvi. The concerned Regional Centre as well as university is responsible to send the information of qualifying students for the final round on priority basis to the HEC head office Islamabad.  

7. Final Round (National Level). 

i. The national round shall be held at HEC headquarters in Islamabad. 

ii. The date for the national round shall be decided by HEC. 

iii. Generally, 30 contestants (six from each region) take part in the national Round.    

iv. HEC Regional Coordinators from all the regions shall attend the Final Round and the amount involved on account of TA/DA shall be borne by HEC. 

v. The topics for the final round shall be decided by HEC. 

vi. A panel of three/four judges (preferably from different provinces) shall be selected from all over Pakistan by HEC whose decision will be final and unchallengeable at any level including court of law. The Judges at the Regional Level Declamation shall not be selected for the Final Round. The TA/DA to the Judges will be given by HEC. 

vii. Each speaker will have 5 minutes to speak. First bell will be rung after 4 minutes while second and the final after 5 minutes. On the second bell, the speaker will have to leave the rostrum. Failure to do so will lead to negative marking (5 marks per minute). 

viii. The Judges can disqualify any speaker, if found using examples from the film industry/television programmes, un-parliamentary language, derogatory/sectarian remarks and consulting paper. ix. The top scorers of the Declamation Contest, both in English and Urdu, shall be awarded "Allama Iqbal Shield". Cash prizes will also be given to the 1st 2nd and 3rd positions in both categories. (However, the shield will go to the concerned university and cash prize/replica will remain with the winners). x. The remuneration to the Judges shall be paid at the given rates. 

xi. TA/DA shall be paid to the students coming from other cities. Participants from Balochistan & Sindh may travel by air (Economy Class), however participants from other parts of the country may travel through 1st class A.C. Sleeper return rail fare or Daewoo (or any other bus etc.) 

xii.  Teacher In charge (Director Students' Affairs/Advisor) accompanying the student(s) and only one family member accompanying a female student shall be entitled to boarding/lodging free of charge. xiii. Participants from Baluchistan and Sindh shall be provided boarding/lodging facility for a maximum of three days while participants from other regions may avail this facility for two days only. xiv. The topics for the final round will be communicated/uploaded on the website for the information of participants at least one week before the event in order to enhance the quality of declamation contest.  However, the students will not know exactly that on which topic they will speak because lots will be drawn for topics on the day of the final round.   

xv. Order of participating universities will be ALPHABETICAL.
