Technology Development FundTechnology Development Fund<p style="text-align:justify;">The Higher Education Commission aims "to facilitate institutions of higher learning to serve as engines for socio-economic development of Pakistan" as stated in the mission. Along these lines, Higher Education Commission (HEC) of Pakistan took an initiative to finance proposals of completed interdisciplinary applied research projects for prototype development and industrial value addition for technology development. In this way, HEC envisages to help the productive minds of Pakistan to impact economy through new and emerging technologies.</p><p style="text-align:justify;"> </p><p style="text-align:justify;">The proposals shall be submitted by PhD scholars who have completed their PhD and have a ready research in the following specified areas;</p><ol style="list-style-type:decimal;"><li> Information and Technology /Computers (applications in Govt. services, health, textile, agriculture, dairy etc.)</li><li>Micro Electronics</li><li>Biotechnology (in health, agriculture, textile, dairy etc.)</li><li>Material Sciences/Man Made Material</li><li>Telecommunication</li><li>Robotics. </li></ol><p style="text-align:justify;"> </p><p style="text-align:justify;">The proposed funded projects would be expected to develop a product or service which would positively impact, inter alia,  the economy, solve a current problem, meet a market need, utilize local raw materials, move current products up the value chain, create large scale employment</p><p style="text-align:justify;">The proposals need to be academia-industry joint projects leading to products or services which solve a current problem or identify a new opportunity; are marketable, leading to positive cash-flows.</p>21-07-2016 09:34:27<img alt="" src="/english/PublishingImages/ThematicImages/HEC%20ICON-03.png" style="BORDER:0px solid;" />http://hec.gov.pk/english/services/students/TDF
PM's National Laptop SchemePM's National Laptop Scheme<p style="text-align:justify;"></p><p style="text-align:justify;">Prime Minister's Youth Program is a special initiative launched by the Government of Pakistan in 2013 for five (05) years. The Youth Program​ comprises of several schemes including Prime Minister's Interest Free Loan Scheme, Prime Minister's Youth Business Loans, Prime Minister's Youth Training Scheme, Prime Minister's Youth Skills Development Scheme, Prime Minister's Fee Reimbursement Scheme for Students from Less Developed Areas and Prime Minister's Laptops Scheme.</p><p style="text-align:justify;">Prime Minister's Laptops Scheme is for Talented Students with the main objective of this scheme is an attempt to enhance the scope of research and quality education in the country and increase the access to information technology.</p><p style="text-align:justify;"><strong>Objectives</strong></p><div style="text-align:justify;">Investment in youth not only has the highest rate-of-return (ROI), but has also been recognized as the best long-term investment for prosperous future of any nation, with a positive demographic dividend. Many large countries have transformed their challenge of big populations with high growth rate into opportunities to bolster their economies by empowering their youth with marketable skills. This realization by the government was the catalyst that crystalized the project to empower youth by giving them laptops for their academic and research activities.</div><div style="text-align:justify;"> </div><div style="text-align:justify;">Distribution of laptops is envisioned to bring a paradigm shift in the current education and research culture in the country. In this information age, personal computing devices, like a laptop, is a must especially for students at higher education level. Keeping this reality in consideration and realizing the limited number of laptops availability for the program, HEC preference is to give these laptops to those who is at the beginning of their academic years as to avail maximum benefits of this initiative.</div><p style="text-align:justify;"><br> </p><ul style="text-align:justify;"><li><strong style="color:inherit;background-color:transparent;">​Prime Minister's Laptop Scheme – Phase I (2014)</strong><br></li></ul><p style="text-align:justify;">This scheme was launched in 2013-14 with a target to procure and distribute 100,000 laptops amongst the students studying in Pakistan and AJ&K. HEC was given the responsibility to devise the mechanism of distribution of 100,000 laptops after procurement through open competitive bidding.</p><p style="text-align:justify;">On the directives of the Prime Minister of Islamic Republic of Pakistan, the Government of Pakistan has initiated a national program for distribution of laptops to young and bright students studying in public sector higher education institutes (HEIs) across the country and Azad Jammu & Kashmir. The scheme is part of the Prime Minister's Youth Programs for FY2013-14. The Higher Education Commission (HEC) of Pakistan is the executing agency responsible for developing criteria, mechanism, modalities and a road map for procurement and distribution of laptops under this scheme.</p><p style="text-align:justify;">Project encompassed the distribution of Laptops along with carrying backpack Bags and a EVO Device to the students enrolled in any of the public sector universities or degree awarding institutes duly recognized by the Higher Education Commission of Pakistan. In addition, 5% quota has been reserved for the students studying in Government Polytechnic Institutes across Pakistan and AJ&K.</p><ul style="text-align:justify;"><li><strong style="color:inherit;background-color:transparent;">Prime Minister's Laptop Scheme – Phase II (2015)</strong><br></li></ul><p style="text-align:justify;">The scheme was announced in the budget speech of FY 2013 – 14 and formally commenced in August 2013 with coordination and consultation with Government of the Punjab. Since the schemes under the Prime Minister's initiative was announced for five (05) years, the second phase of the Prime Minister's Laptops Scheme has been launched for 2015. During this phase, another 100,000 laptops will be distributed amongst the talented students as per the defined eligibility and distribution criteria.</p><p style="text-align:justify;">Similar to the past year, the scheme is conceived as a comprehensive ecosystem around the laptop instead of distributing "black boxes" to students. Ecosystem as envisaged around the laptop hardware for this project, consists of various components ranging from licensed/ genuine Windows 8.1 Operating System; Microsoft Office365 application software; Training opportunity at Microsoft IT Academy at respective university/ institutes; Microsoft Office Specialist (MOS) Certification voucher, 3G EVO Device; and Access to HEC's National Digital Library using 3G EVO Device. Access to scientific instruments programAccess to scientific instruments program<p style="text-align:justify;">State-of-the-Art research equipment is critical to the development of scientific research in Pakistan's universities. However, the costs of acquiring and maintaining this equipment can be a major impediment. To address this, the Higher Education Commission has instituted the Access to Scientific Instrumentation Program (ASIP). Admission of Foreign Students Under Self-Finance SchemeAdmission of Foreign Students Under Self-Finance Scheme<p style="text-align:justify;">​The Self-Finance Scheme aims to assist foreign students and dual-nationality holders with educational aspirations in Pakistan. Originally a project of the Economic Affairs Division, the Scheme was transferred to the Higher Education Commission in 2006, and assures a limited number of seats in the disciplines of medicine (MBBS), dentistry (BDS), pharmacy (Pharm-D) and undergraduate engineering (B.Sc Engineering). Declamation ContestDeclamation Contest<p style="text-align:justify;">Higher Education Commission, Islamabad has undertaken a number of initiatives to promote </p><p style="text-align:justify;">extra-curricular activities at university/DAI campuses including All Pakistan Inter-University Declamation </p><p style="text-align:justify;">Contest for Award of "Allama Iqbal Shield" as an annual activity with the objectives to:  Promote national integration, communication skills and critical thinking among the students.  Encourage tolerance, non-violence, and respect for others point of view.  Enhance understanding of socio-economic and political issues among students of various regions of Pakistan.  Divert energies of students towards healthy   activities and creative thinking.  </p><p style="text-align:justify;">The contest is first organized at the universities level wherein students from all the departments of all public & private universities and constituent colleges take part. 1st , 2nd and 3rd position holders at </p><p style="text-align:justify;">university level (each in English and Urdu) receive cash prizes of Rs.5,000/-, 3,000/- and 2,000/- </p><p style="text-align:justify;">respectively. </p><p style="text-align:justify;">Second round is organized at Regional level in Karachi, Lahore, Quetta, Peshawar and Islamabad (for Federal, AJK, FATA/Gilgit-Baltistan, Universities). 1st , 2nd and 3rd position holders at regional level (each in </p><p style="text-align:justify;">English and Urdu) receive cash prizes of Rs.15,000/-, 10,000/- and 8,000/- respectively. </p><p style="text-align:justify;">Three top scorers of both Urdu and English contest take part in Final/National Round organized in HEC </p><p style="text-align:justify;">Islamabad. Equivalence Degree IssuanceEquivalence Degree Issuance<p>The accreditation of institutions, courses and degree programs has become increasingly challenging with increasing international collaboration in the fields of science and technology, as well as the increased mobility of students and scholars in the modern world.<br>In such a scenario, the equivalence of degrees and diplomas and their recognition pose complex issues for educational authorities.
