We invite you to share your information by <a href="" style="text-decoration:underline;"><strong class="ms-rteThemeForeColor-5-5">filling this form</strong></a> to maintain an updated database and gain valuable insights, recommendations, and reflections, which will help us improve the quality and effectiveness of our upcoming programs and activities.</span></p></td></tr></tbody></table><p style="text-align:justify;"><br></p><p style="text-align:justify;">In June 2019, the Higher Education Commission (HEC) of Pakistan announced the launch of the National Academy of Higher Education (NAHE).</p><p style="text-align:justify;">NAHE is established as a stand-alone, autonomous institution operating under the auspices of HEC to improve the quality of teaching, research and governance in Higher Education Institutions (HEIs) across Pakistan. It is envisioned as the premier institution for quality research and teaching related to all aspects of higher education in Pakistan. To this end, it aims to:</p><ul style="text-align:justify;"><li>Provide a learning environment in which faculty, staff and participants can collaboratively develop, critically examine, preserve and share knowledge and values that constitute the discipline of education in its broadest sense.</li><li>Attract and serve individuals from diverse social, economic and ethnic backgrounds, with particular responsiveness to groups that have been underserved by higher education.</li><li>Prepare competent and caring educators and educational administrators who can balance content knowledge and practice with an understanding of the students and communities they serve, and develop professionally to become ethical and effective decision-makers and leaders.</li><li>Create members of a global community of teachers/scholars who conduct research and serve as educators, administrators, policy makers, and leaders in higher education.</li></ul><p style="text-align:justify;">In order to fulfil this mission, the Academy will provide multifaceted courses, workshops, certifications and degrees for HE faculty and staff at different stages of their careers. Whether general, need-based or customised, these offerings will address teaching practice, research methodology, administrative and leadership skills, educational management, as well as socio-culturally-/linguistically-specific topics and conventional professional development domains within the ambit of HE.</p><p style="text-align:justify;">Conducting and promoting research on higher education will be an integral aspect of all NAHE's activities so that it can function as a dynamic and reflexive institution. This, in turn, will allow it to address the need to set benchmarks for quality across different spheres of academics and HEIs through evidence-based interventions and programmes.</p><p style="text-align:justify;">NAHE will support the establishment of centres or programmes focusing on capacity building of faculty and management of HEIs by building strategic and sustainable partnerships with international HEIs. The purpose of HEC Research Awards is to recognize and reward excellence in research, contributions to intellectual development, and social welfare and promote publications with higher impact. The award includes a certificate and a cash prize.<br></p><p style="text-decoration:underline;"><span class="ms-rteThemeForeColor-5-5" style="text-decoration:underline;"><strong>Disciplinary Domains</strong></span></p><p>Separate awards shall be given in three broad disciplinary domains:</p><ul style="list-style-type:disc;"><li>Social Sciences, Arts and Humanities, Law, Education, Management, or Public Policy</li><li>Physical Sciences, Engineering, Technology, Computer Science, Statistics, or Mathematics</li><li>Life Sciences, Biological Sciences, Health Sciences, Pharmacy, Agriculture, or Veterinary Sciences<br></li></ul><p style="text-decoration:underline;"><strong class="ms-rteThemeForeColor-5-5">Award Categories</strong></p><p><strong>a) Best Researcher (A cash prize of Rs. 500,000/-)</strong></p><p style="text-align:justify;">Best Researcher Award aims to recognize and reward the researchers for their research contribution judged to be of highest quality. The potential awardees under this category will be the researchers who have contributed the most to intellectual and social development through their writings (i.e., not simply through their formal titles or positions). As such, while this is an award for a lifetime of achievement rather than a single publication or contribution, it does not preclude recognizing a single publication with a huge impact. On the other hand, the lifetime of achievement should be characterized by outstanding publications with demonstrated major impact.<br></p><p><strong>b) Best Young Researcher (A cash prize of Rs. 500,000/-)</strong></p><p style="text-align:justify;">Best Researcher Award is presented to the early researcher under the age of 40, who is judged by the scientific panels to show the most promise of stimulating further research, addressing or resolving social problems, and enhancing the quality of research in Pakistan. The objective of this award is to recognize both the contribution and future potential of early-career researchers in terms of their research and publications. Here, too, selection should place due weight on particular outstanding and impactful discoveries and publications.<br></p><p><strong>c) Best Publication (A cash prize of Rs. 1,000,000/-)</strong></p><p style="text-align:justify;">Best Publication is awarded to the publication i.e., book or journal article, that is judged by the scientific panels as likely to produce the greatest impact on human welfare, either by stimulating and opening up new areas of further research or by contributing to the resolution of a critical problem facing Pakistan and the world at large. Textbook & Monograph Writing SchemeTextbook & Monograph Writing Scheme<div style="text-align:justify;">Textbooks play a central role in improving quality of education. They seek to compile and organize the cumulative human knowledge in major areas of expertise, and thus provide a resource for both students and faculty members.</div><div style="text-align:justify;"><div><br></div><div>Higher Education Commission's Textbook Writing Support Program (TWSP) aims at providing an opportunity to the faculty members working in HEC recognized public and private sector universities and degree awarding institutes of Pakistan to increase their writing skills. Under this program, faculty members are extended financial assistance for writing of their research in the shape of textbook for undergraduate and graduate level. <br></div><div><br></div><div><p style="text-align:justify;">The main objective of the HEC Textbook Writing Support Program (TWSP) is to promote the production of high-quality textbooks in physical as well as digital forms, by national authors for use as recommended or required reading at undergraduate or graduate level courses. </p><p style="text-align:justify;">In addition, the flowing ancillary objectives will also be achieved:</p><ul style="text-align:justify;"><li><span style="background-color:transparent;color:inherit;font-size:1em;">To develop a world-class academic publishing industry in Pakistan, with a special focus on the textbook publishing industry.</span></li><li>To bring the work of national scholars to international attention.</li><li>To develop high standards of quality control in academic publishing and popularize them among students as well as faculty members.</li><li>To provide necessary facilitation to local authors to establish effective networks with the publishing partners for textbook development and publishing.</li><li>To encourage and promote book writing culture based on local experience and information.</li><li>To build capacity of faculty members in the publishing domain. </li></ul><br></div></div>29-07-2016 05:51:51<img alt="" src="/english/PublishingImages/ThematicImages/HEC%20ICON-15.png" style="BORDER:0px solid;" />
Patent Support ProgramPatent Support Program<table width="100%" class="ms-rteTable-default" cellspacing="0"><tbody><tr><td class="ms-rteTable-default" style="width:100%;"><span class="ms-rteForeColor-2 ms-rteFontSize-3"><strong>This program is undergoing policy changes and fresh application window is currently closed till further notice</strong></span><br></td></tr></tbody></table><p style="text-align:justify;"><br></p><p style="text-align:justify;">A patent is an exclusive right given to an inventor by a country which helps to exclude others from making, using or selling his or her invention in that country during the life of the patent. </p><p style="text-align:justify;">The HEC has developed a programme<strong> </strong>which allows for submission of ideas which describes the potential invention for evaluation for patentability. <span style="color:inherit;background-color:transparent;">In case an invention is determined to be patentable, the inventor will be encouraged to file at Intellectual Property Office Pakistan and will also be supported to file for an international patent.</span></p><p style="text-align:justify;">It is certified that the submission will remain completely confidential and no step will be taken without the consent of the inventors.</p><p><strong>Objectives</strong></p><p style="text-align:justify;">By securing a patent in a foreign country serves two purposes. First, it allows institution and the country to benefit economically from efforts of inventors/scientists. Second, mankind benefits from the patent if a useful application or a product results from the invention of researchers/scientists/inventors.</p><p style="text-align:justify;">All over the world scientists make significant contributions to economic growth through their inventions and HEC would like Pakistani inventors/scientists to make special efforts to make such contributions.​</p><p><strong>Eligibility Criteria</strong></p><p style="text-align:justify;">Pakistani scientists/researchers from Public/Private Universities/Institutions and Public R&D organizations of Pakistan, who have already filed their patents in the Intellectual Property Organisation (IPO), may apply for the funding of their patent-able research/invention.<br></p><p style="text-align:justify;"><br></p><p style="text-align:justify;"><br></p><p style="text-align:justify;"><span class="ms-rteBackColor-4 ms-rteFontSize-4"><br></span></p><p style="text-align:justify;"><br></p>16-08-2016 04:28:14<img alt="" src="/english/PublishingImages/ThematicImages/HEC%20ICON-11.png" style="BORDER:0px solid;" />
The Modern University Governance Program for University ManagementThe Modern University Governance Program for University Management<p style="text-align:justify;">The Modern University Governance Program for University Management (MUG) aims to equip university management with the latest governance tools, and to bridge the gap between management and academia.<br></p><p style="text-align:justify;">The first activity was held for the top management of the universities when LID and AIT Bangkok jointly conducted the first-ever two-week workshop on Good Governance for 21st Century from 22nd May –June 01, 2007. The workshop focused on good governance models and holistic strategic management principles, and was attended by 12 university VCs and two senior registrars. The workshop also included visits and meetings at leading Thai universities and technology parks, and related research organizations. During the visit, further MOUs were signed between individual universities and VCs of Pakistan.</p><p style="text-align:justify;">Following the success of the program, the HEC decided with the support of all heads of HEIs to start a regular in-service program titled Modern University Governance Program for University Management (MUG) for all tiers of university management.  Since then, LID has been implementing activities at regular intervals according to the following framework:</p><p style="text-align:justify;">Main activities of MUG program are:</p><ol><li>Orientation Leadership Training Program for Newly Inducted Vice Chancellor HEIs of Pakistan</li><li>Leadership Training Program for Newly Inducted Vice Chancellor HEIs of Pakistan</li><li>Leadership Training Program for Senior Management HEIs of Pakistan</li><li>Strategic Management Workshops for Senior Management HEIs of Pakistan<span style="text-decoration:underline;"> </span><br><br> </li></ol><p style="text-align:justify;">The staff trainings are designed to equip university management with an understanding of generic and specified areas such as:</p><ul><li>Good governance models, tools and techniques</li><li>Principles of management</li><li>Leadership and management</li><li>Strategic management and policy planning, implementation and evaluation</li><li>Public policy</li><li>Monitoring and evaluation</li><li>Principals of audit and accounting</li><li>Financial management</li><li>Project management </li><li>PMBOK international modules</li><li>Ethics and corporate /social responsibility etc</li><li>Professional communication</li><li>Media advocacy</li><li>Proficiency in English for professional settings</li><li>Effective use of ICT in professional environment</li><li>Emotional intelligence (EQ vs IQ)</li><li>Time and stress management</li><li>Problem solving and decision making</li><li>Result based management</li></ul><p style="text-align:justify;">​​​How can universities conduct the program?</p><p style="text-align:justify;">This program is ideal for university management as well as faculty members who are working on management-related tasks by their respective universities. To enrich the learning process, LID arranges skilled resource persons, who share their experience and knowledge gathered from the latest academic content and research. Our program also provides excellent networking opportunities with faculty members from all over the country. We also introduced a video conferencing facility to our program if required for national and international dialogues and seminars.</p><p style="text-align:justify;">The MUG Program is conducted both by HEC as well as sponsored by LID to be arranged at the doorsteps of universities. Civil AwardCivil Award<p style="text-align:justify;">Awards are conferred upon the teachers and administration of Universities / Degree Awarding Institutions in recognition of their achievements and services rendered for the development of the institution and society.</p><p style="text-align:justify;">The Government of Pakistan, Islamabad invites nominations every year for different categories of Civil Awards to be announced by the President, Islamic Republic of Pakistan on 14th August, while the investiture for these awards takes place on Pakistan Day i.e. 23<sup>rd</sup> March every year.</p><p style="text-align:justify;">At the HEC level, the following Civil Awards are being dealt:</p><ol><li>Hilal-i-Imtiaz</li><li>Sitara-i-Imtiaz</li><li>Pride of Performance</li><li>Tamgha-i-Imtiaz</li></ol><p style="text-align:justify;">Suitable nominations from public/private sector universities/DAIs are to be sent to HEC by the recommending authority i.e. Vice Chancellor/Rector, highlighting Academic Distinction for Civil Awards and ensuring the highest level of merit and transparency. Nominating youngsters should also be taken into consideration in order to encourage the youth to work beyond the call of duty.</p><p style="text-align:justify;">The applicants who have already received any Civil Award should write all their achievements after the year of said Award as their previous achievements will not be considered.</p><p style="text-align:justify;">Incomplete Thematic Research Grants ProgramThematic Research Grants Program<div style="text-align:justify;"><p style="text-align:justify;">Higher education sector of Pakistan has been playing an important role in improving the quality of teaching and developing research culture through innovative ways. Realizing the need of ensuring the concept of knowledge economy in true sense it initiated different incentivized programs in both the public and private sector universities/institutions to motivate and encourage the potential researchers in almost all disciplines. However, besides its focus on promoting research culture in sciences it also concentrated on promoting research culture in social sciences. It, hence, intends to encourage the creative and talented faculty members to probe into those areas (see the different thematic areas in attachment) that check the growth, development and progress of Pakistan. Such encouragement not only helps in addressing the key issues paralyzing the status of Pakistan but also unearthing those possible case studies and details which can be translated into national policies and goals achievements. Furthermore, thematic research program in social sciences aims to discourage the on-going brain drain and utilizing the innovative thinking of researchers. The following are the SOPs of the Thematic Grants Program [TRGP- 2017-18] </p><p style="text-align:justify;"><strong>Objectives:</strong> </p><p style="text-align:justify;">TGRP 2017-18 intends to: </p><p style="text-align:justify;">a) Address all such issues that discourage the pace of Pakistan in encountering the developed world; </p><p style="text-align:justify;">b) Identify all those possible avenues which can ensure the concept of innovation and commercialization of research output; </p><p style="text-align:justify;">c) Showcase material and other details or, in other words, profile of Pakistan vis-à-vis other countries, if required, for understanding of the readers, academics, policy makers as well as for developing holistic development strategies; </p><p style="text-align:justify;">d) Encourage diversity based researches to help develop grounded and feasible understanding of the issues through diverse lenses.   </p><p style="text-align:justify;">e) Ensure continuity, implementation, and institutionalization of previous research done under Thematic Research Grant Program. </p><p style="text-align:justify;">f) Converting the earlier research into policies, programs, interventions, electronic and training materials, degree programs, diploma courses, and publications, for wider dissemination and application.  </p><p style="text-align:justify;"><strong><br></strong></p><p style="text-align:justify;"><strong>Research Themes:</strong> </p><p style="text-align:justify;">Theme-1:  Economy and National/ Sustainable Development Goals. </p><p style="text-align:justify;">Theme-2:  Social Sciences, Arts, Humanities and National Development. </p><p style="text-align:justify;">Theme-3:  The New Dynamics of National and International Affairs. </p><p style="text-align:justify;">Theme-4:  State and Society of Pakistan: the Way Forward. </p><p style="text-align:justify;">Theme-5:  Higher Education in Pakistan: Issues, Challenges and the Way Forward. </p><p style="text-align:justify;"><strong><br></strong></p><p style="text-align:justify;"><strong>Amount and Budget Estimates:</strong>  </p><p style="text-align:justify;">Maximum funding would be up to Rs.10.0 million for each research project. The proposed budget will be submitted on a separate sheet in the approved format provided along with the Application Form. If more than one institute is involved, the budget must clearly state the cash/kind inputs by and expenses for each institute in respect of all cost-heads.  </p><p style="text-align:justify;">PI shall provide budget details along with justifications for each budget head as prescribed in the Application Form. The contingencies shall not exceed 10% of the total project budget. No additional budget shall be provided in case of any change in circumstances. </p><p style="text-align:justify;"><strong><br></strong></p><p style="text-align:justify;"><strong>Duration:</strong>  </p><p style="text-align:justify;">Grants will be awarded for one year only to the applicants/proposals fulfilling the HEC Thematic Research Grants Criteria provided with Application Form and available at <a href="/site/thematic"></a>   </p><p style="text-align:justify;">In case of adverse circumstances, the application of P.I. for extension in project period may be considered on case to case basis.  </p><p style="text-align:justify;">If the project proposal is funded, the institution will be responsible for the administration of the grant. English Language Teaching Reforms ProjectEnglish Language Teaching Reforms Project<p>​</p><p style="text-align:justify;">In order to bring qualitative improvement in English Language Teaching and Learning Higher Education Commission in 2004 launched first ever exclusive language based project titled as English Language Teaching Reforms (ELTR). This project aims at building the capacity of English Language Teachers in higher education sector in Pakistan for effective and sustainable development. The project is the part of overall vision of prospective plan 2020 and pertains to human resource development in English Language Teaching and research in Higher Education. </p><p style="text-align:justify;">After successful phase I which catered <strong>1398 </strong>teachers of colleges and universities, the ELTR launched its Phase II in 2010.
