Tertiary Education Support ProgramTertiary Education Support Program<p style="text-align:justify;">​​​​​​​​​​​​​​​​​​​​​​In March 2011 the World Bank pledged to extend a credit of US$ 300 Million to facilitate the implementation of the Government's higher education development program, as outlined in the second Medium Term Development Framework 2011-2015 {MTDF-HE (II)}. After thorough deliberations the Tertiary Education Support Program (TESP), based upon Results-Based Financing (RBF) system was conceived.  This program was discussed with the Economic Affairs Division (EAD), Planning Commission (PC) as well as the Ministry of Finance (MoF) and agreement was reached in April 2011 with the Higher Education Commission (HEC), on a comprehensive plan of action articulated in the World Bank Project Appraisal Document (PAD).</p><p style="text-align:justify;">​In September 2011 the final agreement with the World Bank was signed by the Economic Affairs Division (EAD), Government of Pakistan. TESP program was however to be initiated retroactively from July 1, 2011.   The program consists of two components, 1 and 2.  Component 1 pertains to program financing, while component 2 relates to technical assistance funds pertaining to training, research surveys and legal covenants aligned with the objectives of MTDF-HE (II).</p>03-10-2016 10:23:25<img alt="" src="/english/PublishingImages/ThematicImages/HEC%20ICON-14.png" style="BORDER:0px solid;" />
